The implication is that he isn't subject to the code of conduct to which employees must adhere. Of course, that still doesn't explain why the corporation continues to employ him. It does not. The only reason I do it is because it offends me greatly that he should appear on what is the best news show in the country, paid for by you and me. As I've mentioned before he lives in my neighbourhood practically across the street from where I live, and I have to go to extraordinary lengths to avoid him, or since he comes up to my waist, avoid stepping on him. I was once wandering around my supermarket when I didn't notice him at the meat counter sniffing some sausages, and almost sent him flying into the pork chops.
